Idling Police Cruisers

Here in Toronto, we have a no-idling policy. I think this is a great, easy way for drivers to be environmentally conscious. So why is it that the only vehicles that I see idling are police cruisers?
On my way to and from work everyday, I walk through a Green P parking lot to get to the subway. Uncannily often, I see two police cruisers parked in that lot next to one another, facing opposite directions so that the drivers can chat, both with engines idling. What gives?! Does the no-idling rule not apply to cops?
You people are the ones issuing the traffic tickets…Set an example!
